Aparna CyberZon resale inspection concerns or am I overreacting?

I’m currently shortlisting a 3BHK resale flat at Aparna CyberZon in Nallagandla. The community layout as a whole looks decent for its age, but during my deep-dive walkthrough of the specific flat and its block tower yesterday, I noticed a few worrying issues. There are clear patches of exposed, rusted rebar showing through cracked concrete on the basement ceiling right under this block, some highly inconsistent plaster patch-ups on the outer walls, and old tiles cracking along the common passage areas. When I brought this up with the property agent, he brushed it off saying 'it's normal structural aging for a 10-year-old building.' Should I be genuinely worried about structural maintenance here, or is this standard wear and tear for older Aparna projects? Existing owners or buyers who have evaluated CyberZon recently, please share your thoughts.
