HYDRAA & FTL Risk: How to Check Lake Buffers in Hyderabad

With HYDRAA actively protecting water bodies and public land across Hyderabad, environmental due diligence is now a mandatory step before buying any plot, villa, or high-rise unit.


Here is how FTL regulations work and how to verify your property before committing funds:


• FTL vs. Buffer Zone: Full Tank Level (FTL) marks a lake's maximum water spread line. Construction is completely prohibited inside FTL as well as within the mandatory 30-meter buffer zonesurrounding major lakes (or 9 meters along natural nalas).


• The Approval Gap: A building plan sanctioned by HMDA or GHMC does not automatically protect a property. If actual construction encroaches onto FTL contours mapped by the Irrigation Department, the structure remains vulnerable to regulatory action.


• Three-Step Verification Protocol:


1. Check survey numbers on the HMDA Lakes Portal (lakes.hmda.gov.in).


2. Pull historical satellite imagery to ensure no seasonal stream or water body existed on the land.


3. Obtain an independent legal opinion verifying Section 22A prohibited land lists and Irrigation Department NOCs.
